Fees, cancellation, and unused work

This page applies to commissioned analysis, visualization plates, and operational reviews. It does not apply to goods, subscriptions, or software licences, because we do not sell those.

Eligibility

Fees are for professional time and issued pages. A refund is due only in the cases below. Once a briefing or a plate set has been issued and accepted as final, that fee is earned.

Timeframe

Ask in writing to info@kernelstreamhub.digital within fourteen days of the event you want adjusted (cancellation, a missed visit, or a retainer you believe unused). Later requests are considered only where Georgian law requires it.

Full and partial return

  • Before we accept the packet. Any retainer received in error is returned in full.
  • After acceptance, before a site visit, and before drawings start. We return the retainer minus time already spent on intake reading, billed at a proportionate share of the quoted fee, with a minimum of 15 percent of the retainer to cover opening the file.
  • After a site visit or after plates are in draft. Time and travel already used are charged. Unused later weeks of an event analysis may be returned proportionally if we agree to stop. Plates already in draft are charged as started work and are not returned as unused.
  • Quarterly review. If you give thirty days’ notice before the reading window, that quarter is not billed. Once reading has started, the quarter’s fee is due; we will still issue the note for work already read.

What is not returned

Issued final pages. The included two revision passes on plates once used. A site day where we attended and you did not (see no-shows). Travel already bought at your request (tickets, overnight stays) at cost.

Deposits and retainers

The 30 percent retainer on event analysis and visualization is a deposit against the fee, not a separate product. It is credited on the final invoice. It is not a holding fee for a date, except that a booked site day is held once we confirm it.

Cancellation and rescheduling

You may cancel in writing. You may reschedule a site visit once, with three working days’ notice, at no extra fee. A second change, or a change inside three working days, may be charged as a half site day if we had already committed the road.

No-shows

If we arrive at the agreed plant or control room and cannot be admitted, the site day is charged. We will still use photographs and files you later send, but the visit fee is not unused work.

Work already started

Opening a packet, interviewing, drawing a first plate, or travelling is started work. We invoice for it even if you later decide the briefing is no longer politically convenient. We will not finish pages you have told us to stop, and we will not issue a half-argument as if it were complete.

Purchased materials

We rarely buy materials beyond paper, binding, and travel. Binding already ordered for a final issue is charged. We do not buy equipment on your behalf.

How a return is paid

Returns are made by the same method as the original payment where the bank allows it, otherwise by bank transfer to an account you name in writing. Processing is typically ten working days after we agree the figure. We do not return cash at the office.
